Why must I get price quotes from other vendors to submit?

As in any company's procurement procedure, the company would always want to get the best price quote. So the company would get multiple price quotes.
Can I get a non-accredited vendor to do the website?
No, you can only use the accredited vendor assigned to you.
Non-accredited vendors will not do website project if the client does not pay a deposit / down-payment.
Non-accredited vendors charge you a cancellation fee.
Why must I use the accredited vendor assigned to me?
Accredited vendors have agreed not to collect any deposit / down-payment.
Accredited vendors have agreed not to collect any payment until the website is completed.
Accredited vendors are financially strong and stable, hence, they are able to do the full website project without collecting any payment first.
Accredited vendors must have already completed at least 50,000 international websites.
Accredited vendors must have a team of at least 2,000 website developers.
The above criteria ensure that the accredited vendor is able to do a website that meets international standards.

When must I make payment?
